West Virginia loses lottery director as sports betting debuts

Alan Larrick resigns after less than two years in charge of the lottery

The director of the West Virginia Lottery Alan Larrick has resigned, with state governor Jim Justice appointing Doug Buffington as his replacement. 

Larrick has stepped down after less than two years in the role, and is to be replaced temporarily by Buffington, who currently serves as deputy secretary to the West Virginia Secretary of Revenue.

Since taking charge of the lottery in January 2017, Larrick has overseen an increase in sales, with its 2017 total up by $12m, the first time sales have risen year-on-year since 2012. Under his stewardship instant win sales were also up 12 per cent, the first increase for the vertical in a decade.

“There is no question he has done an excellent job and he will be missed,” West Virginia Governor Jim Justice said of Larrick’s departure.

No reason has been given for Larrick’s departure, though he was the subject of some controversy in July this year. State media circulated pictures of him apparently engaging in work for his law practice, despite his being required by law to step down from all positions not relating to his work as lottery director. 

His resignation came just a day after West Virginia launched legal sports betting. Hollywood Casino was the first venue to take a bet, with the Greenbrier - the luxury resort owned by Justice - set to follow suit. 

The state has launched sports betting to coincide with the beginning of the collegiate football season, and ahead of the National Football League season’s kick-off on September 6th.
